There are programs like kidsbowlfree.com where you (if you are lucky enough to have a participating bowling alley near you) can sign up for FREE to receive 2 free games all summer long for the kids. You still have to pay for the shoe rental and some bowling allies have blackout dates or time restriction.
Blackout dates and time restrictions are totally depended on the local bowling alley.
Some local park district have free shows or music in the park that you can go watch/listen too.

I know that several libraries have started hosting a "drive in" theater in their parking lots by projecting movies on the side of the building while families sit in the parking lot and enjoy popcorn and soft drinks together! Check the libraries in your area or ask your church to host something similar in their parking lot!
Other FREE ideas for summer fun:
* exploring a creek
* making home made ice cream!
* bike rides
* host a bonfire
* swimming in a lake (usually much less expensive than public pools!)
